Alice Fitzgerald started the International School for Public Health Nurses for the Florence Nightingale International Foundation in London. Katherine Olmsted continued the work by organizing the second course at Bedford College at the University of London for public health nurses from all over the world.

Waters (Church Home class of 1908) had briefly served as superintendent of the Church Home and Infirmary School of Nursing in 1910. She was part of the 1914 Mercy Ship expedition in Pau, France, served with Base Hospital 113 in France and assisted Fitzgerald’s work with the League of Red Cross Societies in Geneva.
